Puran Chand filed a writ petition against the State of Himachal Pradesh challenging two transfer orders issued shortly before his superannuation. He argued that the transfers violated the transfer policy and were made with malafide intent in retaliation for a prior complaint he had made. The court allowed him to make a representation regarding his grievances and directed the authorities to decide on it within three weeks while permitting him to continue working at his current posting. The court did not comment on the merits of the case.
