It is contended by the learned Senior Counsel for the petitioner that the petitioner was appointed as Civil Engineer with the respondents on 07.01.2017 on contractual basis. That the respondents vide Annexure P-2 advertised an advertisement to fill up various posts including the post of Senior Manager (Civil).
